Connect-PHP-to-Pawno

This code uses PHP and MySQL to instruct Pawno and the SAMP server to edit a topic on the server and it will be implemented instantly.

I used port 3322 in the database of this server, you should change it to 3306. To transfer data instantly without shutting down the server to the SAMP server
